		<description>take the picture to a fabric store and look through the pattern books for something similar or exact. since you've never before designed clothing making a dress of this calibre will be very difficult and you might destroy your beautiful fabric and crush your self-esteem--wish I could come and help you b/c I love this type of challenge...but since I can't then purchasing a pattern from Vogue, McCall's, Simplicity, or Butterick is the best bet for you to make this dreamy dress!  The bodice is simple enough and they've simply sewn gathered strips of the tulle for the tiers--it looks uncomplicated but still go for a purchased pattern that is as close as possible.  check out Simplicity pattern 2400.

I suggest Jo-Ann (fabric and craft stores) here's the website though I suggest going down to a nearby store because you get a better idea of how the fabric looks, how it will sew, and how it will lay. They have ton of tulle and if it's not the color you're looking for they have fabric dye as well. They will probably also have the ribbon. You will also need a lining for this dress, which will be found at Jo-Ann as well. You can either go with a regular cotton fabric or something a bit silkier though that is a little more difficult to sew, it's just something that goes underneath to make sure the dress is not see through, considering the tulle is thin, and will keep the tulle from itching. 		<description>Please do yourself a favor and go to an independent jeweler (ask around for ideas) and have him/her show you some ideas. Chain store jewelers are fine for some people, but I have found that by going to an independent jeweler is better.

Ask these questions: Is the jeweler GIA certified; what rating is the stone?; will you receive a printed appraisal? You'll need to know what &#34;color&#34; the stone is (D, E, F are the highest. Clarity: Fl, IF, VVS1, VVS2 are the highest; VS1, VS2 have one teensy flaw unseen by the human eye). The least amount of color is the best. 

I think you'd want the setting to be in white or yellow gold or platinum (which raises the cost considerably). You don't want 18kt gold because it is softer than 14kt, because there is more gold in the setting. Remember, 24kt gold is pure gold and too soft to be practical. Softer is not better in this case for a ring. If you go to a reputable stone, you will get all this information.
